I've tried filing the surface, buffing the surface, using a base coat and wiping the area clean with alcohol. None of these work.

My two big toes have a yellow like discoleration in them. I was reading about it and it said it could happen from not using a base coat, but I have never had a problem with that before. What can I do to make the yellowish discoleration go away?
