I have straight poofy hair that i want to get cut short for summer. i don't know if getting it cut would make it poofier or not.

Okay i have this dressy shirt, but its really fitting at the top, but at the bottom it flairs a lot. its not that long. when i wear it though, it makes me look like i have HUGE hips. What do i wear to make it look good?
