How do photographers get the focal point of the picture to be really clear and then make background all blurry?

Is it in the actual photography, or the photo manipulation afterwards?

I just want to get your opinions of what this picture means to you. I'm not sure what to think of it. I really want to figure it out. I know the history behind centaurs and Chiron but I don't know if any of that has to do with this picture:

I have a flat metal panel that I want to paint a scene on. It will remain indoors.
What is the best kind of paint to use?
I was going to use my acrylics, but I was afraid it would chip off after time.
Thanks!
