Why was unifying Italy into a single nation so difficult?

A. Very few Italians were interested in independence and in uniting Italy into a single country.
B. France controlled all of italy and was too powerful for the Italians to overthrow.
C. Italy was divided into many kingdoms, each with different cultures, languages, and forms of government.
D. Italy could not be united unless the Pope agreed to recognize the new government.

I have WWII ration books 1-4 and would like to know what each stamp allowed you to buy. Each book has a different set of stamps. I have looked all over the internet and have found explanations of how the rationing work during the way, but not how the stamps themselves worked. Who can help me?
