What are some of the problems with, and criticisms of Conditional Cash Transfer (CCT) programs, which aim to reduce poverty by making welfare programs conditional upon the receivers' actions?

According to the World Bank, "Conditional cash transfers provide money directly to poor families via a "social contract" with the beneficiaries – for example, sending children to school regularly or bringing them to health centers. For extremely poor families, cash provides emergency assistance, while the conditionalities promote longer-term investments in human capital." [1]

In April 2007, Mayor Michael Bloomberg announced the launch of a conditional cash transfer pilot program, called Opportunity NYC, in New York City. The first CCT program to be launched in the United States, it is being funded by a number of private partners including The Rockefeller Foundation, Robin Hood Foundation, the Open Society Institute, Starr Foundation, AIG, and Mayor Bloomberg's personal foundation.

Everybody in the world seems to have a problem with whaling apart from the Japanese and it's only because of some loop hole that allows them to kill thousands of whale for "scientific research" that lets them do it. It happens every year and heaps of people protest. Even if it took them a few years to change at least you would know they were doing something to stop whaling.
Why do they need so many whales each year for their research and have they actually found anything scientific from them?
Why doesn't the UN or who ever is in charge take some steps to get rid of that loop hole and abolish mass whaling for good?

America's hospitals are wide open to illegal aliens - they are unable to turn them away when they come in with life threatening illnesses or injury (fine). But these people don't pay the bill and they leave with the hospitals going bankrupt. So why doesn't our government suit the nation of origin for these criminals and make them pay?

Are the International Monetary Fund and the World Bank considered non-governmental organisations? I'm doing a report on NGOs in Africa and obviously I need to know whether or not I can talk about these two big institutions within this context or not. It's been surprisingly difficult to find information which clearly states one way or another if they are or not.
