Libya is a member of the United Nations. Let us assume that Libya was not a member, what reasons would you use to recommend Libya as a member?

I would also like the following information about Libya
-stable/untrustworthy?

Well, there is not a particular reason why Libya would not be allowed in, under your circumstances. Yes, they have had some human rights problems in the past, notably the Lockerbie Case and they also had a nuclear weapons program. But, their current government has denounced both of these and they are truely trying to become more industrialized and seem less of a threat to the Western World, at least compared to Iran or N. Korea.

The current government that they have is much more stable than that of previous eras, but that does not take away from the fact that this country has had corruption and terrorist issues in the past that may still remain in the background.

Libya has recently changed its stance from being pro-war to being submissive to internationally accepted principles on cooperation. Thus, it can already be admitted to the United Nations.
