Animie, was about subamrine to alien warfare, what was the name plz?

All I remember was seeing a few eppisodes of this show I thought it was titled BlueSea I think....but it's about how this guiy is like bilily badasz and the military now only some assortments of subs due to the Earth being covered in water(I think)
