The yearly limit for a mini-cash ISA investment is £3000. Does this mean at the beginning of a new tax year I can invest an additional £3k, making the balance £6k+?

And also, once you start earning interest on the ISA, the value goes up to beyond £3000. If you this value (say £3150) at the end of the year in the same ISA account, is this now exceeding the limit?

I know about money market accounts and CDs, but looking for something with littler higher return and don't want to take big risk of losing my principle. what are my options? Are there investments out there that pay let's say minimum 10% return without taking a big risk?..

For example, I know that I can place a Buy Stop order if I want to take advantage of momentum from high volume at a price level above the existing level. This is only when I'm long on a stock. I want to activate a sell short once it hits a lower price level .Basically, I am asking for the name of the concept of a Buy stop except when you apply it to a short sale trade. Thanks.

Is it a fact, or at least reasonable to assume, that if given a few decades risky investments(say perhaps around 35% chance to lose all value) will be more profitable than very secure investments? Does compounding on productive years erase the losses from previous years, or will small rate of return compounded have a higher probabilty of being more profitable?
