It looks so cheap and tacky! Does caramel colored highlights mean something different to each stylist?

I have naturally dark hair and eyes with olive skin and id like to go blonde but every time i go to the hair dressers they end up talking me out of it because of the damage and i end up coming home with highlights! A month ago i dyed my hair with a permanent brown so now im not even sure if i can have my hair bleached without it going orange! Is anyone in a similar situation but actually gone for it? i really want a change! I have this illusion that im gonna look like jessica simpson or britney but ill probably end up like pat evans!!!!

I washed my hair and while it was damp, i tied it up into 3 different bunches to create curls. The problem now is, it's freaking frizzy now. It does not resemble curls at all! How can I solve this??
