Thankfully, a newly established alliance of local NPOs, the Taiwan NPO Self-Regulation Alliance (台灣公益團體自律聯盟), is setting out some improvements. Founded one year ago by 31 not-for-profit groups such as the Eden Social Welfare Foundation (伊甸社會福利基金會), the Red Cross Society of the ROC (中華民國紅十字會) and United Way of Taiwan (中華社會福利聯合勸募協會), the alliance was officially established two weeks ago and already has over 60 members who have joined together to develop a transparent and accountable mechanism for donating and fund raising.
As Feng Yen (馮燕), the spokesperson of the alliance and also a National Taiwan University professor, points out, a healthy legal and supervisory environment is vital to the development of NPOs and retaining the trust of the general public. Once such an environment is achieved, funding and donations will flood in naturally.
If only things were that simple.
The only law that regulates NPO operations is the united fund raising regulation which went into effect in 1953. The regulation was intended to limit the government's fund raising efforts for the purpose of entertaining the armed forces. As the country became more wealth in the late 1960s and early 1970s, local NPOs began to thrive and the fund raising regulation was the only law they had to comply with.
The Social Affairs Department of the Ministry of the Interior oversees the application of the fund raising law, but it neither has the resources nor the manpower to supervise such a huge body of social groups.
"If you are a law-abiding group and try to follow the regulations, the agency will keep a close eye on you. But if you don't care about the law and just go fund raising your own way, you will be fine until something goes wrong and then you are on every news channel. Then the agency will pay more attention on you," Feng said.
Such was the situation in the pre-1999 period.

以下是我的稿子：
題目：我的嗜好（Ｍｙ　ｈｏｂｂｙ）　
你們大家最喜歡的嗜好是什麼呢？
我最喜歡的嗜好是唱歌，說到唱歌，這可讓我有點得意了，我在學校裡參加過合唱團，每當合唱團出去比賽時，我們的團隊可是比賽中的常勝軍呢！
唱歌對我而言是一件快樂的事，平常我做任何事時，都會不由自主的哼起來歌來，尤其是心情好時，我的歌聲就會隨著我的好心情四處飄蕩，像是洗澡時，我總是會邊洗邊唱我在歌，唱到渾然忘我時，隨之而來的便是媽媽的催促聲，可想而知，這可擾亂了我唱歌的興致，我只好心不乾情不願的結束浴室裡的＂演唱會＂。
每個人都有每個人的嗜好，這些都可以從日常生活中去發現，良好的嗜好更可以幫助自己更了解自己，所以每個人都要努力培養自己的嗜好喔！

Your everybody most likes what is the hobby?
I most like the hobby is sings, speaks of sings, this might let me be
a little self-satisfied, I have participated in the chorus in the
school, when the chorus exited the competition, our team but competed
the ever-victorious army!
Sings is a joyful matter as it concerns me, when usually I make any
matter, can cannot help but humph get up the song to come, when in
particular mood good, my singing sound can flutter in all directions
along with mine good mood, the picture is when takes a bath, I always
can wash while sing me in the song, sings when is quite the same as
absorbed, following then is mother Shout, it can be imagined,
this might harass the interest which I sang, my good intention not dry
sentiment did not only hope in conclusion bathroom "Sings the meeting"
Each people all have each person's hobby, these all may discover from
the daily life, the good hobby may help oneself to understand oneself,
therefore each people all must diligently raise own hobby oh!

該學法文義大利文還是德文好呢?

本人我現在會中文台語英文日文瑞典文現在打算學地六種語言
但是不知道要學哪一種比較好..我有再考慮ㄉ是法文義大利文還有德文
我會考慮法文..是因為好像滿實用ㄉ..但是很難很難..有爛漫ㄉ感覺
義大利文..不會很難加上我真ㄉ很愛很愛義大利..有爛漫ㄉ感覺
德文因為瑞典文根德文有點像..所以我才會考慮選德文..

我的電腦中毒~不知這是啥意思~幫翻譯一下

1.Log on as Administrator.
2.Right-click the My Computer icon on the desktop and click Properties.
3.Click the System Restore tab.
4.Select Turn off System Restore.
5.Click Apply > Yes > OK.
6.Continue with the scan/clean process. Files under the _Restore folder can now be deleted.
7.Re-enable System Restore by clearing Turn off System Restore.
