what is the purpose of declining a penalty?

Eagles vs. Saints. Eagles had the ball, 4th down and 10, 1:56 left in the game. . Eagles snapped the ball; Garcia threw to Smith and got the first down. Ref below whistle, threw flag, and called False Start against the Eagles.

If it was False Start, the play should have been called dead before the ball was snapped. How can they call False Start after the play is completed?

Below is the play by play from CBS Sportsline.

4th Qtr - 1:56
An unbelievably bad break for the Eagles as a Garcia pass to Smith, for a gain that would have been good enough for a first down, is nullified by a false start on the Eagles. The Eagles will now punt and the Saints only need to get one first down and this game will be over.

games should be won by 4 pts or more during regulation. also, field goals should not be allowed in the 4th qtr. this way, there won't be any game-winning field goals. this will force teams to play to win instead of play to not lose. penalties should be rewarded w/ an uncontested point after kick + possession @ the spot of the foul. in overtime, whoever leads @ the end of the period wins. sound good?

I always thought that any movement by the offensive line once they are in a three point stance would draw a flag. Sometimes even the tiniest twitch will cause a flag. But other times I see linemen turning their heads around, or getting up and pointing, or doing all kinds of other not-so-subtle movements and there is no penalty. So what kind of movement is allowed?

All I heard in February is how Pittsburgh won because of the refs, and now there is already whining that the Bears won just because of the refs?

FYI, that yellow line is a Fox estimate of where the first down line is - not the official line.

The Hawks lost because Grossman outplayed Hasselbeck by a wide margin. Rex overcame a subpar effort by the Chicago D (they didn't look great versus the run).

I saw a fairly officiated game today. How did everyone else see it?
