Outside of the US e.g. Australia, it is simple incremental numbering from one side of the street to the other.
In the US, the numbers often end up in the thousands. I would like to understand the basis for the system - and despite web searching and asking friends, have never found anyone that understood.

I want to know which city has lost the biggest percentage of population. I don't want little towns of 1,000 people that used to be 5,000 people, i want to know which large city has lost the most people percentage wise. I think it may be Detroit, but other cities like Cleveland have also lost a lot. Help!
