I noticed last night that in the opening credits some is listed as responsible for 'Development for American Television'. What does this mean? Was it originally written for another country?

On I Love New York did New York sleep with any of the men on the show? They didn't really show it on the show, but on Wikipedia it said that she admitted to sleeping with 12 pack, Chance, Tango, and Rico. Did anyone I hear her say this on TV?
