I noticed last night that in the opening credits some is listed as responsible for 'Development for American Television'. What does this mean? Was it originally written for another country?

Yes. They basically copied the same thing from this Colombian soap-opera called Betty la Fea.

Yo soy Betty, la fea ("I am Betty, the Ugly") was a popular telenovela (soap opera) filmed in Colombia, written by Fernando Gaitán and produced between 1999 - 2001 by the Colombian network RCN.

The show's main character, Beatriz Pinzón Solano (aka Betty), is an unattractive but intelligent woman working for a fashion design company called Ecomoda. Betty constantly faces the scorn of her prettier workmates, but eventually she is promoted to a senior job, becomes involved with her boss, and gets a makeover. Betty la fea aired on Telemundo in the United States.

Salma Hayek brought it to American television as Ugly betty!

Yes, it started as a Colombian telenovella called Yo Soy Betty, La Fea (I am Betty, the Ugly). The American version was adapted by producer Salma Hayek's production company. There have been numerous international spin-offs in countries as diverse as Korea and India.
