I rem the leading actors (both evil and good) have very strong telekinesis powers.. The evil one was somehow manipulating the entire city (i think), until one day, the good one battled with the evil one. The ending was that a piece of glass shard pierced into the frontal lobe portion of the head of the evil guy, which basically destroyed his ability to use telekinesis anymore. Does anyone know the name of this old movie? Thanks!
