It sounds like the FIRST version of "Casino Royale", a Bond spoof w/Niven and, amazingly, WOODY ALLEN as Bond's ne'er-do-well brother, a kind of nebish Dr. Evil! I'm not sure, though...Niven's quotes aren't exactly etched in my memory.

Was it "Thank You, Jeeves", made in 1936?
David Niven played Bertie Wooster in a few films in the 1930's, but that one seems the most obvious choice to me.
