I think not. I have concerns about the problems this will only bring;
(a)The trade will only go underground to an unrestricted unstoppable blackmarket and also criminal gangs will sell dangerous lethal and deadly non British Standard 7114 compliant import fireworks of incredible power and size which will injure burn or kill the users,
(b)People could attempt to import fireworks from Europe and beyond via the internet or visits to abroad for their own personal use and/or illegal sales,
(c)Rogue traders could sell imported dangerous unclassified fireworks on the quiet to users at blackmarket prices,
(d)And there is the danger people could try to attempt to homemanufacture illicit homemade devices from household substances and legal pyrotechnics resulting in house demolition/fire/injury or dreadful injuries to the users or spectators watching those devices. I would rather prosecute adults who buy them for kids,and only allow quieter low noise garden and display ones out of season.
