well, i accidentally bumped the reset button, and so the change has come. since this change restricts my net access, this maybe the end of my tenuture on answers.

It came out around early 1991. I heard it on AFN while I was in the Persian Gulf. It was a kind of hip-hop style song, and it was pretty catchy, and all I can remember are the spoken words, "I feel BETTER than JAMES BROOOWN. I feel BETTER now." I have never heard it since.
