When he refers to "The Miller." (...As the Miller told his tale.) Are they talking about the Millers tale from Chaucer's Canterbury tales?

Does it ever just aggravate you so bad you want to have it whacked off? Mine is down to my waist, and I love it, but damned if it doesn't just p!ss me off sometimes!
