Do you remember this Christmas cartoon?

I remember a Christmas cartoon that had a little girl that was very sick and she received something for Christmas and was better, however I can not for the life of me remember the name of the cartoon. Is it the one with Ted E. Bear "The bear who slept through Christmas"? I saw this when I was little so it was around the late 70's early 80's. how can i convince a producer to produce a movie for which i wrote the script?

If I was to write a script, show it to the producer what are the chances he or she would agree to produce? Would he choose the director or could I direct? Would I get any credit for writing? Do I need any qualifications, or do i just need a good story and script to show a producer? Any answers would be helpful.
