Is traveling to the Philippines in July a good idea?

I've been busy with paperwork and school stuff, and so I'm really looking forward to a vacation. A friend invited me to visit and from what I've read, it sounds like a lot of fun. However, I understand it is "raining" season. It's not going to rain the whole time, right? Anyway, what do you think?
