What about giving the answerers the right to veto another answer? For example, if 5, 10, 15 answerers (these are just numbers off the top of my head*) think that a certain answer is not suitable, they can mark 'veto', but the asker has the last say: He/she deletes or leaves the answer intact
So, 5, 10, 15 'vetoes´cannot delete, but if the asker agrees that the answer in dispute is bad, he/she deletes. This could give some control over trashy answers. No suspensions, no violations.
The same for questions, if we, (the answerers) think that a question is out of line, it can be vetoed: 10, 20, 30* vetoes and out the question goes. Again, no suspensions, no violations.
Insulting, abusive, rude, silly, racist question/answers will disappear by common consensus.
If your question/answer is 'deleted' you will not get your points back.
A sort of self censorship.
