Should nt Indian Govt. make the most cherishable tourist destination "Agra" as one of the most developed city

As we all know the major charm of our prestigious Foreign tourists for visiting India is to see one of the most Beautiful historical monument "Taj mahal", but its really Sad to see the road conditions and poor maintenance of Agra City,,its really pathetic...with what impression they will leave India and what would they communicate to their fellow citizens? Really Central government should take serious steps for cleaning the city. At the same time, its also the responsibility of the Agra Citizens to keep their territory in tidy and inviting conditions, and to welcome the visitors as their own guests..so that who so ever visits India, goes back home saying that WOW ! "Taj Mahal" was Marvellous,,,and India... was great..We should go there again.
