Nut free AND wheat free? In that case you are pretty much cookie free too. The only cookie that I can think of that contains zero nuts and zero wheat are meringue kisses.
I notice that a bunch of respondents are giving you recipes that contain "flour." Flour IS wheat. No flour. No peanut butter - that is nuts and probably what the kid is allergic to.
Meringue kisses. Not the ones with coconut. Coconut is a nut.

Here's what I do. They are similar to Thumb prints, but are shaped differently and have a sugar frosting drizzle: Roll the cookie dough into snakes about 1 1/2 inches thick. Flatten with the side of your finger so there is a trench through the middle. Fill that trench with preserves, any kind you like. The most popular in my family is apricot or raspberry. Bake at 350 for 7-10 minutes (you know best when it's done). While still hot drizzle with sugar frosting (1 cup powdered sugar and 1-2 tbsp water) then cut diagonally into 3/4 inch sections.

You're in luck: I found a caterer's recipe for Snickerdoodles in the back of a book my mother let me borrow some time ago.
2 cups shortening
3 cups sugar
4 eggs
Mix well.
Sift together:
4 tsp cream of tartar
2 tsp baking soda
1 tsp salt
enough flour to stiffen. (I think the baker used wheat flour, but there's nothing that says some other flour can't be used)
Make sure the dough is cool. Roll into walnut-sized balls, then roll the balls in cinnamon and sugar. Place about 2 inches apart on ungreased cookie sheet. Bake 8 to 10 minutes at about 375.

1-2-3 Cookies
1 1/4 packages of Nabisco graham crackers (not the whole box)
1 can sweetened condensed milk
1 1/2 cups chocolate chips
Break the graham crackers into crumbs . Add sweetened condensed milk and chocolate chips. Pour into a buttered, small oblong or 9x9 square pan. Bake for 30 minutes @ 350 degrees.
