Looks like the dressing policy is quite open (jeans or dinner dresses?), but keep on the conservative and formal side.
Depending on the weather, you can wear dress pants and a nice blouse, with a jacket in case it gets chilly.
Try on different tops with the pants. A cashmere sweater with a great necklace would work too, or a twin set in a nice color.
A dark suit would be suitable too. Again, the weather is a key factor.
I think a dinner dress is the same as a cocktail dress. If you wear one you might feel overdressed, in case a lot of people go in jeans (I really don't think they do, but if the secretary said so...)

Get something you'll be able to wear more than once through the holiday season. For example: a nice pair of black crepe dressy pants and a sparkly sweater or a very dressy satin top. Also a nice velvet pants suit would be pretty... you could wear it as separates later on to get extra mileage out of it. You don't need to go all out with a cocktail dress that you might never wear again, but you certainly wouldn't want to wear jeans to a office Christmas party. You especially want to make your husband look good. A holiday dinner dance is a dress up occasion... very definitely.
Nothing too loud, too short, too low cut, too tight, too revealing or trashy looking. Go for classy.

I'd err on the side of dresssier. I doubt you need a long dress, but a short one is fine. Or some cool palazzo pants w/ a sparkly top. Wear pretty but sensible shoes, since the boat may not be too steady.

Velvet dresses are always appropriate for Christmas. It doesn't have to be overly fancy, but the velvet texture is dressy in itself. It doesn't even have to be red or green. Another option is to wear nice dress slacks with a glittery top. Again, it doesn't have to be over the top, but a touch of sparkle gives it the holiday spirit.

wear loose nice black pants with nice black heeled boots. wear a really beautiful red or white shirt, crisp with nice collar or pretty and lacy - have a nice warm red coat (or black). Wear a really nice belt and do your hair in a loose bun style (there is a really pretty picture of a style Hilary Duff did once - like a loose bun with a ribbon hair band - you could have a red ribbon to be "Christmassy") you would look really beautiful, but be comfortable and warm!
