I have had similar symptoms related to seasonal environmental allergies, and I can only account for my own case. I get head congestion, complete with sinus headache and subsequent dizziness. The post-nasal drip, when the sinuses begin to drain, causes the sore throat, and the acid from the drainage tends to burn the larynx / vocal cords, causing laryngitis. This acidic drainage also sometimes causes nausea if it drains into the stomach. As the congestion drains into the chest it may cause shortness of breath, and may turn into asthma / bronchitis if untreated. The earache, and possible infection, is from sinus drainage passing through the Eustachian tube and building up behind the ear drum. So, the earache isn't causing the shortness of breath, but is a part of the complex of allergic reactions. The best that my doctors have been able to do is to treat symptoms with antihistamines, decongestants, and analgesic ear drops, since my body cannot tolerate allergy injections. I hope that your doctor is able to determine the source of the problem and is able to find effective treatment for you, and that you are feeling better soon!

Try some sinus medication. That will dry up your sinuses and ear canals and should help the dizziness.

You definitely have something going on that needs care.
Did he test you for strep?

Post nasal drip possibly? I had a very thick secretion of it, and had the same symptoms as you. Anything strange that goes on in your head can make all of those symptoms. It could be migraines, or just a cold.
