Each Holiday Inn is different there is no set standard. When you call and set this up make sure you call the management of the Restaurant in the Holiday Inn.
Often, prices and menus are negotiable. Sometimes it is more reasonable to have a "cash bar" in the banquent room as this is extra income for the establishment.
Start dialing and negotiating.

The Holiday Inn Laurel Park (Livonia, Michigan), which is a VERY nice facility, quoted my wife and I a price of $55.00 per person with a 150-person minimum for our wedding reception. That's $8,250.00 for 150 people. Bear in mind that was for the hall, the cake, and a fully catered meal of prime rib and chicken marsala. A shindig for your birthday would cost quite a bit less, but Holiday Inn is still bound to be very pricey.

Just call them and say you need to talk to someone about hall rental and catering. They'll give you over to the event coordinator. Where I live, it would have cost about $5000-$8000 for a group of 20. I don't think that's normal, so call and check. Can't hurt!

It depends entirely on where you live and maybe time of the year (season or off season) If you live say in San Francisco it would be a lot more than if you lived in Cleveland.
It also will depend on what you have catered, if you have a DJ or live band, etc.
The only way to know is to call an ask.
