I think I was told some time ago that it takes about the same amount of electricity to start up as running it for 15 minutes. In other words, if you are going to be out of a room for about half an hour or more it is probably more energy efficient to turn it off.

At one time this may have been true, but not for a long time, but it's not sensible to turn them on and off every couple of minutes as it will reduce the life of the appliance.

What you've heard is largely a myth, spread about by a C4 documentary in the UK. Flourescant bulbs do take a bit of extra power on start up, but not enough to make it worthwhile leaving them on.

it uses more energy to keep switching it on and off
Swap for low energy bulbs and only turn them on when you need it
