No - it's not a law or anything!
Condoms only HELP prevent the spread of HPV and other STDs; it's not a guarantee! HPV can be spread by DIRECT skin to skin contact. So, even if the man wears a condom, it's only covering his penis, and not his entire genital area. Just the rubbing back and forth of the genital areas during foreplay or sex is enough to spread HPV.
If a couple wants to have a child then, obviously, they need to have unprotected sex. There are other more expensive ways to conceive like in vitro fertilization or artificial insemination, but most couple aren't willing to pay that kind of money. The risk of contracting HPV for most people is worth it if they are trying to have a child together.
It's estimated about 75 - 80% of the world will have HPV at some point in their life. It's more common to have it then to not have it!

About 80% of women will have HPV at some point in their lives. It's usually not a big deal. Read this Savage Love column and you'll feel a lot better.

Only if you are dating around. Once you hook up with someone they may not even consider it an issue. In fact there are many STD dating websites for people with just about every possible condition, so, you could hook up with someone else who already has HPV and it will be just another thing you will have in common.

Genital warts are very contagious. You can get them during oral, vaginal, or anal sex with an infected partner. You can also get them by skin-to-skin contact during vaginal, anal, or (rarely) oral sex with someone who is infected. About two-thirds of people who have sexual contact with a partner with genital warts will develop warts, usually within 3 months of contact.
If you are infected but have no symptoms, you can still spread HPV to your sexual partner and/or develop complications from the virus. More info at....

you def. should ALWAYS have protected sex!
But HPV can be spread even if you use condoms because it is on the skin around the genitals..not necessarily the genitals themselves.
Tell your partner before if you have HPV

aaaahhhh, human papoloma virus....of course you should have safe sex, always, especially with that, and make sure your partner knows, and if u want kids???? adopt, if u r a girl, then all that does to you is make it to where you cant have kids.....and if youre a boy, then adopt because you could pass that on to your kid, would you really want to bring a kid into this world with hpv, when it could have been avoided, would you really want to risk screwing up a babys life from the get-go? all because an adopted kid wouldnt be your blood relative? dont be stupid about this!
