Lack of hair growth on the legs or feet could be a sign of arterial circulation problems. I would have him go see a specialist.

hi, i am a registered nurse so i can try my best to help a little, i also have a six yr. old diabetic myself. usually the reason the hair begins to fall off the legs in a certain area is because the venous access or arterial access to that area has decreased. has your husband been diabetic long? are his blood sugars controlled? in these areas, is his leg a different color or does he feel a different sensation in these areas?

it is very llikely related to his diabetes as the disease causes poor circulation and without good circulation the hair follicles die. He needs greater control over his blood glucose to slow the process.
