I think under those circumstances, and after trying to get him out,and failing, rather than let him die in agony, yes!
My husband drove trucks, for over forty years, and he actually saw a wreck like that once! The people that had stopped to render aid, had to stand by helplessly, and watch that man burn to death in his truck, because they couldn't get him out!
That was the only time my husband said, he wished he had owned a gun!
In this instance, I don't believe it would be murder, I think it would be humane!

I'd say no as the person might survive (and the cop is unlikely to have consent from the person burning to do such a thing which is considered a fundamental requirement for euthanasia which would be about the closest thing to what this question is asking).
Though I should note that burning cars are a lot rarer in reality than they are in Hollywood California.

I don't know about you but I could never look at somebody burning in a car and think to myself, hmm, I wonder if I should shoot this guy. I would probably try to find a way to help. Not to mention it's murder! So the answer would be no! it's not justified.

A person inside a burning car would not last long at all. By the time an officer was able to draw his weapon, aim, and force himself to pull the trigger, the person in the car would be no more.

i'm with leviathan on this one. and i also would like to know this; is the cop shooting the burning guy so the burning guy won't have to feel pain, or so the cop won't have to? pretty lazy and selfish if it's the latter. it's not justified either way, but your question's a little unclear.
