On the day of the big anniversary celebration, hand out free samples of chips and any other product you've been working on lately, and maybe also do raffles for free meals, drinks, etc. Do you have scallops at your chip shop? (Not the fish, but the deep-fried battered potatoes) If so, you can give those out as well. Also, balloons for the kids is always a nice touch.

Why not do an evening of F & C at prices of 25 years ago!
New products, well there's a question! Never seen side salad offered in a chippy or fresh lemon slices. What about vegetables, brocolli etc, deep fried in one of those frothy batters made with sparkling water, or soda water, that you always see on Ready Steady Cook! Scottish pies, never see those! Black Pudding! Just trying to think of what I would buy. Home made Beef Burgers, proper ones that actually taste of beef. Veal and Chicken escalopes in bread crumbs. There's a few ideas anyway. Enjoy your anniversary

Go one bit further than John B's suggestion. Wrap the chips (outer only) in re-prints of 25 year old newspapers

25 years in wedding anniversary terms is silver... why not take this as a starting point...get some plates etc from your local supermarket/supplier and sell special silver anniversary dishes?
Or use prices from 25 years ago (for a strictly limited time of course)?
Why not create a bit of splash by advertising in the local paper for people who share your shop's birthday? Have a photo event when you get them with a free fish supper for them?

you could give a 25% discount on food for the day or sell portions of chips at 1982 prices.

My local chipshop gave out free portions of chips on opening day. The kids in the area loved it.

it sounds random, but someone was out promoting their shop last week in town and they were on stilts and they were handing out free stuff like pens and balloons. maybe you could do something similar to stand out and look like you have a bit of character... just a suggestion. you could also do like something where they can come and see what you do in the kitchen or something if thats allowed where you are... or something that will interest people xxx good luck xxx
