Spend 80-85% on drinks like beer, wine, juice and sodas, maybe a bottle of tequila or vodka(for juice and sodas), the rest on party snacks like chips and dips, sandwich platters and such....

Wear something too sexy to wear in public, without being revealing or sleazy, like a belly dancer outfit... the other guests can chose their own costumes or themes...

Well since it's for Halloween, why not have everyone come dressed up in costumes? I'm sure you can find some inexpensive decorations at Party City of even Walgreens. You could have chips and salsa or dip. You could even make your own taco dip. If you have a Little Ceasers Pizza near you, they have the large $5 pizzas you could order. Or instead of having food, you could make Halloween cupcakes and have candy of something.

Tell your guests you don't want any birthday gifts, you just want to get together to celebrate your birthday. Ask them if they could bring something to eat. You provide the drinks and the place to have the party. Go to this site for costume ideas you could suggest to your friends. http://www.costumeideazone.com
For really inexpensive decorations, go to this site. Look for scene setters that you tack to your walls.

If you want birthday gifts, then you have to have a full scale party where you provide the food. It could be something as simple as hors d' oeuvres. There are all kinds of web sites to give you recipes. Do a search.

Murder Mystery. They're pretty cheap and will keep people busy. If you're feeling really ambitious, you can write your own. A friend and I wrote one for our joint birthday party one year and it was a smashing hit. It was ridiculous and silly and didn't work out nearly as well as we planned, but everyone loved it none the less since it was tailored to the guests and their costumes.

ok this is wht ive come up with...have a relay race type thing where the person is blindfolded and here is how it goes...

1)Tube sock race.(have 2 ppl sit down blindfolded and try to put on as many tube socks as they can in 1 min...pulling other ppl's tube socks off is alloud)

2)Cotton Ball Race (player stands blindfolded infront of 2 bowls...one full of cotton balls the other empty. the player has to transfer as many cotton balls as they can...they are not alloud to use their hands or to nudge or move/tilt the bowls)

3) shaving cream balloons(fill balloons with shaving cream but dont tell that's wht's in them and have them stand in a line and the first person who breaks it wins..then let everyone have a shaving cream fight)

4) water balloon mine field (fill water balloons up and but them all over the ground...blindfold one person while the rest of the people lead them by voice where to go)

you can add/subtract ideas..combine them and make a relay race...make all the balloons and stuff in halloween colors...just do w/e..oh and its really fun if you have stuff like gummy eyeballs and gummy worms and gross looking but tastey sweets to decorate your own cupcakes with..

I agree with Punkuwill you can make it Holloween fun by inviteing everyone to tell scary stories in a dark room lit only by a cupple of candles. We love to do this and always end up scared to death but it's lots of fun.

Just get some basic chips and dip, music. Have your friends bring some items too. Wear costumes of course. And just have fun.

why don't you ask your guest to bring a dish? so you just need to serve the beverages. and of course they have to wear a costume.
