Because when it's fried you are also tasting the oil. Roasting doesn't add anything but heat.
I like papad, just had some roasted papad last night. I am American and my wife is Sindhi. We don't travel much but her family brings us papad from India; it usually has jeera and black pepper in it.

When you roast something you are leaving it with intact with most of it's juices. When you fry something most of the juice is gone. So the juice factor of the food is the factor on weather or not it taste different and how different.

Its because its cooked ( prepared) Differently.
Example: If you roast a chicken, it will taste different to a chicken that is fried.
