There is something called the Inoculation Theory.
Inoculation is the same thing as vaccination. When you receive an vaccination injection, you are introducing small amounts of a disease causing substance to the body. By doing this, your body will develop the weapons required to attack the disease causing substance. In future, when your body meets the disease causing substance, it will have the immunity against it and you won't fall prey to the disease.
Inoculation theory is the belief that if you expose yourself to small "dose" of an idea you don't believe in, you will be able to defend yourself against it.
Usually when we have to say no to something, it is because we are against the idea and we don't believe in it. So, to make saying no easier, you should practice likely situations in your head that your friend/family/stranger asks you to do something.
For example, your boyfriend has been hinting about having sex but you want to get to know him better first. Imagine in your head that your boyfriend has asked you to sleep with him. When you imagine that, you should also imagine likely ways to tell him no.
It is kind of like rehearsing. The more you rehearse inside your head, the more you can react the way you wanted to, instead of letting the the suddenness of the request and power of the situation get to you.

Saying NO will be easier if you can imagine a world full of plastic, tobacco products, drugs and other devilish things that are increasingly haunting our youngsters and making them life time followers. Our policy makers are hypocrites. People in authority do not have the capacity to ensure one meal a day to the poorest of the poor, they have failed miserably in providing drinking water and other necessities of life at reasonable rates, BUT they go out of the way to see that drugs, cigarettes, bidis, are available in every nook and corner of the world.
Let us all start saying NO to these hellish products and see the world bloom with goodness shining on everybody's face.

Saying no is surely very difficult! For example when you have to say no to your best friend when you ask you sth or when you have a very good suggestion! But there is no need to tell just NO!
You can bring it different like, i cant do it unfortunately because of..........., i am really sorry i cant help you and many other ways!

Daniel S is right. Practice is the only way to get to grips with the word, "NO". Are there any courses on assertiveness at your local college. They can be on evenings and are not a long course - from 1 evening to about 10 evenings ( once a week). You get to meet new people and do role play and practice saying no and sticking up for yourself. Give it a go.
