It's not a case of high sugar levels or low sugar levels!
I'm guessing the question you are really asking is which fruits are lowest in sugar!
Under ripe fruit of all types is lower in sugar than fully ripened ones - I LOVE hard pears and HATE really juicy ones - which is lucky as I can have a couple of them at a time!
You would think watermelon would be low in natural sugars - but actually honeydew melon is lower.

Hi, I'm a type 2 diabetic and any food, be it fruits, vegetables, meat, dairy, starch, even candy can be eaten by diabetics. The key is eating the right proportions per meal or snack. Certain foods cause blood sugar levels to spike so those foods need to be eaten in moderation and measured properly by carbohydrate count.

Good fruits are apples, strawberries, blueberries, you can eat any fruit in moderation, but some are higher than others, watermelon is high, bananas, grapes. Diabetics are usually allowed 3 fruits per day,but all things raise blood sugar, carbos, proteins and all should be eaten in moderation.

Many common natural remedies are claimed to have blood sugar lowering properties that make them useful for people with or at high risk of diabetes. Learn here https://tr.im/Zwn0E
A number of clinical studies have been carried out in recent years that show potential links between herbal therapies and improved blood glucose control, which has led to an increase in people with diabetes using these more 'natural' ingredients to help manage their condition.

Bananas ~ My boyfriend eats about 4 to 5 a day. Potassium which the banana is full of, is not stored by diabetics but, always ask your doctor........Also if the person is going through a sugar low ~ apple juice is high in sugar and gives them a quick boost.
