We're planning my sister's (surprise) sweet 16. The restaurant won't let you attach anything to the walls/ceiling with tape or other adhesive.

The theme is "under the stars" and the colors are blue, white/silver, and (some) green.

I would have a black table cloth and then cut out large stars from cardboard and douse them in silvery glitter. Place the stars throughout the table. Or even on the backs of chairs. (they also make VERY large pieces of glitter that could work too)

If you're really into it, you could make some sort of 'legs' that could hold up a banner. You'd just need a couple of pieces of wood and a hammer, and you could staple the banner to the wood.

Since you can't paste to the walls, I would focus on making a really nice/creative table display.

Balloons--tons of deep/midnight blue ones interspersed with silvery star shaped ones.

You could do a balloon arch and have a balloon centerpiece at each table. At her table, or the cake table/other important place, have two silvery balloons in the shape of a 1 and a 6. At the base of the balloon centerpiece (make sure the balloons are high enough that you're not blocking ppl's faces) have a little arrangement of beautiful white roses, maybe some white stock and greenery.

Then if you can, sprinkle star shaped confetti at each table. Have the menu written out at each table or place setting--do it on deep blue paper that matches the balloons in silvery ink.

At each place setting: if you're doing assigned seating, you can have pretty placecards with starry stationary or midnight blue written in silver ink (go to Michaels or any craft/arts store). Then have deep blue napkins (use paper if restaurant doesn't have color you want/don't want to rent or buy the cloth kind) wrapped in silver star cording (check out Micheal's, Target etc in the gift wrap area.

At the entrance or someplace noticeable, put the balloon arch. And get a blown up picture of her, a really pretty preferably professional portrait or her driver's license pic if you can (if you think she won't mind/will find it funny) and display it. You can decorate the pic w/stars too, like silvery star stickers etc.

Head to Home Depot or Lowes and buy some cheap latice work - a few of them. Build a frame for it or at least legs so it stands up alone. Attach dark blue material to the front of the latice, covering it completely, then get a few sets of white Christmas lights and attach them to the back of the latice, weaving them randomly. Set them up in your room, dim the lights in the room (if possible) plug in the Christmas lights and you've got an instant sparkly night sky. You can make large cutouts of a moon, etc out of poster board, or go to the local craft store to see what they have in stock.

An alternative to the latice would be to make a quick frame or stands fromPVC pipe, then drape the material across it. Maybe even get a few ladders or freestanding poles (microphone stands, metal podiums from a bandroom) to do the same?

There's also some sticky/tacky stuff that attaches to walls and comes off easily without leaving a residue. I don't remember the name of it, but you can check at the local hardware store.

Walmart has blue material with stars that you can use to decorate with at about $2.00/yd. There's also white sheer material with gold stars and one with silver stars. The sheer material is wonderful, and can be draped on the tables, or used to tie into bows for chairbacks.

The Dollar Tree has star shaped balloons, and at only a $1.00, you can get plenty and set them up in groups around the room, or on either side of the lattice work.

In fact, you, yourself are the decoration!!!As it is, who can get a chance to attend a party hosted by a cheerleader for whom people can give away their lives!!!!! Ha! Ha! Ha! Try using something else because as far as my knowledge is concerned, you cannot decorate a wall with streamers without using a tape... Have a great party!!Best Luck!

Head to your closest party store. There are tons of sweet 16 party patterns and matching decorations available. Use balloons with a color weight as centerpieces, sweet 16 confetti to strew around the table, favor boxes are available to match and become part of the decor as well as hold favors. Bring your own coordinated paper plates, cups, matching napkins. Without hanging a thing on the walls, you will have plenty of theme going on.

i'd change the restaurant. but if you really cant then you can only do table top deco. you might want to use some starry balloons and just float them to the top of the ceiling with helium. and use the strings to tie other deco.

Id use silver thumb tacks!! They are small so they wont be noticed and they are easy to clean up!! Good idea!!
