And I don't have a big budget, but I want to do something special for her. She doesn't drink, so that's out of the question......any cute ideas out there?

Cook her her favorite dinner, do her laundry, and take her to a good chick flick.

What is not a big budget? You could take her and a few friends to her favorite restaurant. Because she doesn't drink, it will make the event even cheaper. Ask the restaurant to create a menu specific for your event. Meaning let the guests have options, but in order to keep the price down you might want to ask them what your options are keeping each persons meal under $20 including soda, coffee and tea. On each persons plate place a menu card that you have created. Then the guests will know that alcohol is not part of your budget.

Another idea is to go on one of those murder mystery weekends. I know it sounds cheesy, but it's really fun. Or, every year for New Year's we go to a dude ranch. Again it sounds cheesy, but it's a lot of fun. And all fall they generally have discount theme weekends.

Another option is a house party. Decorate with all her favorite colors or perhaps her favorite character from childhood. I used to love Strawberry Shortcake and everytime I see something with those characters I get excited. Invite her friends over. I threw my husband a birthday party last year, there was alcohol involved, but he said his favorite part was seeing all his friends from when he was a kid. It took me a while but I was able to find people he played little league with.

Think about what she really likes to do and go from there. For example if she likes cooking you could take a cooking class party where the guests eat their meal at the end. If she is interested in music rent her some studio time and let her make her own song.

Cook her favorite 'mommy's dish' coz now that she's 21 , she'll probably be leaving home or has already left so this is the perfect occasion to remind her of home.
Plus it doesnt require a large budget and she's probably eaten out tons of times so this is the best plan. And then maybe you can compile a photo album of her with friends and family (1years old -21) and give it to her on her birthday. I've always hoped my parents would do that for me when I turn 21......

Host a "Mocktail Party" serve a variety of hors d'oeuvres and alcohol free mixed drinks like Orange juice and 7up or soda water and vanilla syrup (there are lots of clever drinks that don't use alcohol) make the environment festive and invite guests to dress and maybe even clear the floor for a little dancing, or you could host a barbecue always a great way to celebrate any occasion! Well, since she's of legal age now, and if she likes to dance, I suggest taking her to a nice club and let her experience the thrill of being 21!! She doesn't have to drink either. Just because your 21 doesn't mean you have to drink alcohol. Invite some of her friends to go along and join in on the fun. If she likes to sing, maybe find a nice Karaoke bar and let her sing and dance the night away!

Years ago before my daughter was of legal age, she'd always told me that when she turned 21, she wanted to go to Ruby Tuesday's and order the "Big Blue Drink". I can't remember the proper name for it, but it's this BIG glass, blue drink, with gummy fish floating in it. So, the night of her birthday, I gathered a bunch of her friends and away we went. She finally got the "big blue drink"(didn't finish it though...too big) and afterward, I drove her and her friends to a nice club here in town and let her dance, dance, dance. We had a blast that night. I was the D.D., and I had so much fun watching my daughter experience the thrill of being LEGAL! I was so happy that she included me in on this special night too.

go to the books store or online, get some facial mask recipes, hair masque recipes.
stock up on groceries, nail polish, cotton balls, nail polish removers, lotions, hair styling products have a spa party for the whole day! that way, you get to groom each other and look pretty for the night. Find a dance club, usually dance clubs allow girls free and dance the night away!

How about a Karaoke party? Or an activity like , skiing, bowling, renting jet ski's? Theme park? Nice dinner?

They woke me up early in the morning to go to the casino boat...we went to the brunch buffet first, then we went inside the casino to gamble a little...I never get to spend time w/my parents & doing this was awesome for me...then after we were done we went home to where they had a gift for me...they had given me a big jewerly case, be/c I have A LOT of jewerly & a card w/$$$$ in it for me to spend on myself!!!!

I say, do something like that to where she'll remember her first time w/you!!!!

you and your daughter could get together and go to the spa for the day and I bet that would be good for the both of you it doesn't cost too much
