The cheapest party I can think of is to have everyone bring a different food item to the party. This takes a little coordinating so you don't end up with 10 cheese trays. Have everyone bring what they want to drink. You supply the ice, plates, serving utensils, glasses, paper goods. No one would mind. You'll be giving them a place to have the party, and you are left with the mess. I think that is a fair trade off.

Themed parties can be pretty cheap - limit drinks to something that can be made up in pitchers - lemon drops, Sangria, martinis - as opposed to a huge selection of liquors and mixers.
Limit food choices - finger foods and tidbits etc.
Limit the time frame - 6 - 9 or something like that - so nobody gets so toasted that you have to let them crash on your couch or call a taxi.
But it all starts with what kind of party.

Themed parties are always fun - give your guests a mission to find food and drink that fits in with the theme - the more bizarre the better! Get a little party bag for the guest who brings the most original food!
We did something similar for Eurovision (very sad I know!!) but ended up with loads of bizarre but delicious european food and beers!
One of my favourite party foods in chicken teryaki wings - it's really cheap to buy the chicken wings and doesn't take long to make them delicious!!

In NZ it is not uncommon to have a 'plate' party.
Everyone brings something to eat or drink. And so it is really a social gathering.
OK it is open to abuses like bringing cheap tins of ale and drinking the best wine etc !!
but generally the thing works. No one is especially out of pocket and if stuff is left over they can either take it home again or you wont feel too bad putting it in the trash.

Have an American Buffet where everyone brings a dish of their own choosing and then everyone shares!!! if the party is for friends ask them to bring a bottle as well and just say to them that you really want a party but can't afford it!!!!!

go to the dollar store get all your small favors and snacks candy chips etc. use or barrow a five cd changer for your music and put all your favorite party tunes together.eliminating the dj . by all your tablecloths and accesorries from the dollar store and get invitations tooo! you would be surprised what the dollar store has im acaterer and aparty person and the dollar mstore has saved me alot of head aches and money.TRY it No one will care where the stuff came from as long as they have agood time!

You supply the meat, the location, the dinnerwares, they bring a side dish and there own drink.
Works out well as after the party most of the food dishes go home with your guest.

you cold go to the store get some skinnless and boneless chicken breast or get a couple bags of popcorn chicken and just keep them in the on the oven on probbably 1 so you just keep them hot
and for desert buy some peaches and half and half milk and mix them they are delicious or get peaches and angelfood cake put alto of peaches on it and put whipped cream on top
for drinks i don't drink my self i never had so maybe toy could get some sprite and hawiaan punch and mix it in a bowl with cut up oranges or you could do scuewers those are not expensive either

used paper plates from the dumpster lol okay how about going to a party warehouse. everything is discount. no catering make own food. like a taco bar.
