The edge of the plates, the bottom of all the cutlery should be one inch from the edge of the table. I remember this from a culinary arts class.

I was always taught by fancy restaurants that the flatware should be 1" from the table edge. But even the nicest restaurants never talked about a silence pad. So I can't help you there.

When I used to Set-up for banquets we always placed our thumb on the table with the 1st knuckle at the edge. It's not quite an inch, but it's easier to measure.

Yes, 1" from the edge.
I believe a silence pad is the padding under the tablecloth that prevents noise (and stains) from clinking on the table!
But careful; you didn't mean informal! LOL!
