Well, for something the younger kids would enjoy, why not have version of Simon Says, but call it Follow The Ringmaster (or something like that).
Pin the tail on the elephant?
Make animal masks with paper plates and paint (maybe give feathers, beads, glitter, etc. to the older kids) and have a parade?
Here's some that I pulled down from teh intarwebs:
*Lion Tamer Game*
What You'll Need:
* A Large Hula Hoop or a Pole*
* A Top Hat (optional for the lion tamer)
At The Party:
One player is selected to be the "lion tamer." The other players are the "lions." To start, the lion tamer holds the hula hoop at ground level while each of the lions steps through it.
During the next round, the lion tamer raises the hoop slightly, and the lions must climb through it again. Play continues in this way until one or more of the lions cannot make it through the hoop.
The last lion in the game becomes the new lion tamer, and the game starts over again. Play as many rounds as desired.
*Animal Hunt*
What You'll Need:
* Several Bags
* Animal Crackers
OR
* Plastic Animal Toys
Preparation:
Hide animal crackers or plastic animals around the playing area.
At The Party:
Divide your guests into teams of 3 or 4. Each team selects a circus character with an identifiable sound—for example clowns laugh, lions roar, and Ring Masters say "Ladies and Gentlemen!"
Each team picks one person to be the captain. The captain is given a bag to collect the crackers or toy animals since captains are the only players allowed to pick up the animals. If a non-captain player finds an animal, he/she has to make the team's selected character noise (e.g. roar if a lion) to signal the captain to collect the animal. However, another team's captain may take that animal if he/she gets to it first.
Set a time limit of 5 to 10 minutes, and then say, "Go!" The team with the most animals at the end of the time limit wins. If desired, let the players keep the animals they collect.
*Feed The Elephant*
What You'll Need:
* A Large Piece of Cardboard
* An X-Acto Knife
* Gray Paint
* A Black Marker
* A Bag of Peanuts (in the shells)
Preparation:
Cut an elephant face from a large piece of cardboard. The face should be at least 2' across. Paint the face gray, let it dry, and then draw on the elephant's facial features using a black marker. Use an X-Acto knife to cut a large circle for the mouth.
If Playing Outdoors: Attach a stake to the back of the elephant, and then plant it in the grass.
If Playing Indoors: Hang the elephant at an appropriate height, or prop it up on a chair.
At The Party:
To start, the children line up in front of the elephant, throwing distance away. Adjust the distance based on the age and abilities of your guests. Hand each guest 3 to 5 peanuts.
Each child takes a turn trying to toss the peanuts into the elephant's mouth. Award prizes base on the number of peanuts each child throws through the hole, or give a smaller prize to everyone.
*Peanut Relay*
Divide the group into two teams and then divide each team in half. Have half of the first team on one side and half of the second team on the same side. Then about 15 feet away have the other half of the first team in front of the first half of their team and on the same side the other half of the second team in front of the their other half. Decide on a side that will start and once the whistle is blown the first person of each team needs to push a peanut with their nose from their side to the other side. Once they get to the other side the next person has to push the peanut back, and this goes on until the last person pushes the peanut. The first team to finish - wins!

Most children this age love to dress up so why not provide animal costumes or costumes of the circus performers, or have the children come dressed as their favorite circus act/performer.
Since they are so young, games need to be structured and simple. Also, they love sidewalk chalk so if you have the area let them draw pictures of circus animals, etc. (Provide pictures for inspiration.)
Face painting is cheap and easy. Get a few adults and older children to help.
They love blowing bubbles and you could just call it something silly like, "Flying in the air with the greatest of ease".
You could also have a "Circus comes to town parade." Let the guests bring their own riding toys like wagons, big wheels, etc. Make a few signs and blow up some balloons. If you want to really go all out have someone dress as a clown and hire a juggler. Then let the children and adults parade around your house or through the neighborhood. The older children can dress as the clowns or pretend to be the circus performers or "freaks", like the tattooed woman or the bearded woman, etc.
After snack, you could read them a book or tell them a story to help calm them down for the ride home. Books-

My name is Angel Torres i own a company called the programalt...and i plan parties for kids of all ages...my idea for you will be this.. your 2 year is going to be all over the place its just going to be in in his nature..you and i both know they at 2 years old cant stay in on stop for a long time..so you should break them up in two groups2-5&6-10..the 2-5 should play some music games..music does wonders for the child...and the 6-10 should play some sports like soccer..boys and girls love it especially if their is a reward at the end...like 10-15 dollars for the winning team in an envelope but you cant tell them.. make them wonder what it is...i am not a good typer...so if you would like to call for more ideas my number is 845-416-3422...you or your husband can call me i would be glad to extend my services anything for the kids...Angel

I saw this cute party idea for "Clown School" on FamilyFun.go.com. Many of the game ideas are too old for your son, but some would be appropriate for all of your guests. I think the balloon invitation is adorable. And this idea would be so cute...
YOU LOOK LIKE A CLOWN When guests arrive, direct them to a dress-up area where they can undergo their transformations. You will want to have a big box of play clothes that kids can choose from --oversize shorts, shirts, and jackets, gloves, suspenders, bow ties, and any other clown-like items you can beg or borrow. A parent or teen can run a face-painting table, where each child receives the necessary red nose, arched brows, pink cheeks, and exaggerated smile or frown. (Tiny crescent moons, stars, and teardrops look wonderful on cheeks, too.)
