The only *effective* way to make sure, is to not tell anyone about your party, so nobody comes to it.
Teenaged boys are, by definition, teenaged boys. Somebody is going to think that bringing beer will make him look older, more sophisticated, cooler, more sexually desirable, all that kind of stuff.
So hire a bouncer - not a parent, who will serve up a dose of guilt, but someone who will keep an eye out for beverage alcohol, and will eject anyone in possession.
And on your invitations, mention "Anyone bringing alcohol will be ejected by our bouncer."

There is no way to make sure that nobody drinks beer. I would tell anyone that if beer or any other alcohol is brought to the party they will be asked to leave.

Making your own invitations?
Add a line:
Chaperons will be present. No coolers, alcohol or drugs, please. I'd like to keep everyone from taking a trip down town!
Quote: Alcohol and drugs will get you a free vacation at taxpayers expense.
And just so you know....underage drinking is chargeable for both the provider and drinker. Parents can and do go to jail for Not making sure that alcohol is Absent at parties for underage kids.
Make sure adults are present and visible at your party.
Enforce the no cooler, no alcohol, no drug policy.
Refuse to let anyone attend doing so. (Adult or law enforcement presence.)
Held after dark, make sure auxiliary lighting is present and working. Adults patrolling fringe areas.
Have a cell phone available for law enforcement help. Ask your local law enforcement officers to drop by for a free meal or beverage. Friend of the family in law enforcement, ask them to chaperon.
And get the word out....zero tolerance.

It is gonna be hard, considering you are on the beach, but have someone ( an adult preferably) check your guest when they arrive , and (of course)..their belongings as well.
Just like at the airport..LOL
Thats about the ONLY way, I believe that you can be sure.
OR..
Invite friends that you can trust enough to respect the fact that you DO NOT want any alcohol at your party.(Tell them so)

Get some bouncers that can watch for ppl drinking, and write it on the invites that ppl caught with beer will be thrown out of the party and the police will be called, since there underage.

Make sure you tell everyone and let them know that you are serious. Then if they do bring it, or show up drunk, you can ask them to leave or throw away their beer. If they get mad at you then it isn't worth your time to be friends with people who will not respect your decisions and respect for the law.

On the invitation put no alcohol beverages or alcohol free party. Then on the day of the party enforce the rule. Take it away if you see it or kick the person out that has it.

First you can request nicely to your guest, by including this on the invitation. And also you can have them checked once they arrive. In this sense boys or girls will be themselves, and for teenagers a party means beer.

tell them, don't invite people that you think will bring beer, if they bring beer or are drunk kick them out, have plenty of drinks available and make sure everyone knows that there will be drinks.

on the invitations put that there is to be no alcoholic beverages at the party. you could also have a family friend or someone you can trust to be like a door "greeter"... meaning that anyone that comes to the door has to get past your friend first. your friend can check your party guests items, before they are allowed to come inside.
