Will Yahoo! REALLY give Hastings NE a "fleet of green taxis?" How many taxis constitutes a "fleet"?

And who gets the fleet? The government? A private taxicab operating company? Who takes ownership of the fleet of green taxicabs? Can I start a taxicab company in Hastings NE and apply for receipt of the green taxis?

According to what I read, the city was offered hybrid cabs or money and they took the money.

wouldn't that cause more pollution i understand more fuel efficient vehicles but adding a fleet of cars to the top cleanest city I'd think it would be the opposite of what we want
