Just because a person may physically get rid of the genital warts doesn't necessarily mean the virus that causes them is gone (HPV).
There is NO cure for HPV, however, most women are able to get rid of the virus on their own. Their bodies basically "fight off" the virus. This isn't always the case though. Some women will never be able to get rid of their HPV and will have it their entire life.
It's possible your friend did get rid of the virus on her own and if she did then she can not pass it to any sex partner she has or will have. But, you never really can be 100% sure that you have gotten rid of it. HPV can become dormant in a persons body and if it does this it will NOT show up on a pap smear and everything will seem fine, but they still may have the virus.
She should inform every person she has sex with or any sexual contact with that she has or believes she had and has gotten rid of her HPV. At least then the guy will know that there is a chance he may contract the virus and won't be left in the dark.

Can HPV be cured?
Yes. Our immune system, given that we are healthy, can and probably will get rid of the HPV. There is no sure way to tell if she is cured or not. If she hasn't had an outbreak of warts, then chances are she doesn't have it anymore. I mean, it has been a year right?
Is it safe to have unprotected sex with her boyfriend?
That is a personal decision. I don't know. I have genital warts and I am eventually going to have unprotected sex (I do want children), but I would only have unprotected sex with someone I have a real future with- someone that I think I could spend the rest of my life with. She should talk to her boyfriend about it and if they agree that they should then they should.

She isn't CURED, it's simply suppressed by the immune system, but most likely not transferreable any longer too. I have it and I have never had a sexual partner get warts. Not sure if they CARRY the virus, but they haven't had any warts. Also, just to let you know, it's a SKIN virus. Condoms do not protect you from it!!! It reduces the chance of transmission, but does not entirely prevent it. Same with Herpes. So be careful.
But, yeah, she can have sex with him and if they are already doing it with condoms, there is no difference concerning this particular virus as if she is still carrying it and shedding it, he has caught it already.
Does that make sense? I hope so. Most likely it has gone dormant by this time though.

No. She had a wart removed. This doesn't mean that she is cured. They can and probably will come back...just because you can't see them doesn't mean that they aren't internal!
It is not safe to have unprotected sex, and if there is an outbreak on the outside of the genitals, it is not even safe to have protected sex.
There is no cure for HPV. There is a vaccination for young girls that could prevent infection, but nothing for after the fact.
Always, always, always use a condom.
