Dump a few cans of coke in it and let it sit overnight. The acid in the coke might get some of the gunk to loosen up so you can wash it easier. You could also use lemon juice- maybe try making a paste out of lemon juice and baking soda and rubbing that all in there.

If it is a buildup of residue, then you should be able to save it, that is as long as the coating underneath is intact. Put a little water and dish soap (for handwashing) in it and put it on the stove to boil for a few minutes. This should help loosen it up. Let it cool until it is just warm, but you can touch it without being burned. Dump the water and try a plastic "scrubbie" or the scrubbie side of a sponge with fresh dish soap. If it is still not coming off completely, add a little baking soda to the pan and use it as a gentle abrasive to help get it off.

Trash the teflon! I've had several sets and I don't care how carefull you are with it, wooden and plastic utensils and even coating it with vegetable oil after ever use.
Get some good ole cast iron. I've collected over the years cast iron or thick aluminum from yard sales and e-bay.
You will find that seasoned cast iron is nearly as non-stick as teflon and it has resale value. I collect vintage cast iron.

Nope. Pitch it or donate it and buy another one. This time, use plastic or wooden cooking utensils rather than metal.

Never liked teflonwares, never will. No way to recover, junk it; they only good for frying eggs.
