"Candy" flowers are usually made out of fondant. You can, however, use candied violets as well as other candy sources to create flower look-a-likes. For example:

1. licoraice dots can be eyes
2. licorice pull aparts can serve as vines
3. you can cut up spearment and orange slices into "petals"
4. spice drops can be used as flower centers as well as non parriels
5. marshmallows can be colored and snipped to form flower petals
6. coconut can be dyed to become "grass"

The list goes on!

Of course you can - and there are all kinds of lovely cook books out there with pictures of how to - but I think there are far more shops and bakeries who specialize in doing this - that I would order them!
