Yes it can.

Herpes simplex virus 1 (HSV1) usually causes cold sores, but it can also cause genital herpes.

Herpes simplex virus 2 (HSV2) is usually genital herpes but can cause cold sores also.

Yes that is how I got genital herpes (type 1) 20 years ago through oral sex.

Yes, don't do it when you have a cold sore or think you may be getting a cold sore. Use a dental dam or ceran wrap to be safest. Also taking valtrex can really supres the it enough that you can do it with less chances of giving herpes to your partner.
