Well, first off, I would suggest wiping off the wet toilet seat before sitting down on it. With that said, if we're talking about a public restroom, I would be laying down some toilet paper or a toilet seat cover anyway. The thought of all those naked butts and the germs covering them is truly disgusting.
Anyway, HIV can be transmitted through sex, blood, any bodily fluids as far as I'm aware... So I'm going to make an assumption that you can get HIV from somebody's pee that has HIV. Then again, you would have to be rubbing your bum all over that seat which I doubt is something you do. But, if you've got any open wounds or anything, it can 'slip inside' as they say.
I'm sure there's an HIV.org or .com that could tell you for sure.

HIV requires direct contact with bodily fluids of an infected. However, the person who is in contact with the fluid must also have a way for the virus to enter the body -- such as a cut or abrasion.
Overall, I haven't found any cases of HIV being transmitted through sitting on a toilet seat, or being found in urine.
