Try pulling out all of those old home videos and play them on all of the TV's. If you had more time I would have suggested you have your videos of her growing up put onto film and you could show them on one of the banquet hall walls.
Surprise her with a special spa morning before the party, let her get her hair and nails and makeup done, a massage would make her feel very special. No facial though, the last thing she needs is to show up at her party with red blotches all over her face.

How about a personalized photo frame? You can put her name, the date and her age....like 'Sweet 16'
Then she has a great reason to pose for an awesome photo to keep forever. Better yet, get one of the photo books personalized, so she can keep some candids there also, but have a very chic display for her bedroom. I'm a fan of Things Remembered, but there are tons of sites that may be more whimsical.

Sounds like you already have the big bash planned pretty well. As long as her friends and family are there, she will probably be pretty happy. Maybe take her out that day and go buy a "special' outfit, take her out to get her hair and nails done, get a pedicure

I think you should take her to the spa the day of her party. Let them do her hair and makeup, maybe thow in a manicure and pedicure. If you want to go crazy with money, invite a few of her friends to go with her.
Or have a special type of car or maybe a horse and carriage for her to ride in on.

My friend hired a limo for her daughter's 16th birthday. It took the girl and all her friends to the beach. My friend went in a separate car. That way she could supervise at the beach but let the girls have fun on the limo ride.

Put out a bunch of disposable cameras and have guests take photos and turn the cameras back in to you as they fill them up. You can get them developed, then get big ones made if any are esp. good, or just make a photo album.
