When you see your breath what is happening is the warm air from your lungs is condensing when it hits the cold. So as long as the air outside is cold enough your breath will condense.

Ummmm, when it's really cold out? Freezing temperature? Doesn't even have to be "freezing." Do you live in Florida.......we see this almost every day in PA when it is winter?! Really cold, breathe, fog comes out of your mouth............ breathe again, come home and sip hot chocolate.
